JOB TITLE: Director of Strategic Operations - rootEd Missouri DEPARTMENT: --Strategic Planning & Grant Development SALARY RANGE: $78,000-$90,000 FLSA: EXEMPT SCHEDULE DETAILS: Full-time/12 month/This is grant-funded with a limited term appointment. Program Summary rootEd Missouri is a statewide initiative designed to improve postsecondary outcomes for students from Missouri's rural communities. rootEd will support districts' dedicated college and career advisors through a partnership with the Missouri Department of Elementary and Secondary Education (DESE). Through this partnership, advisors will be placed in up to 60 rural Missouri high schools. These advisors will work alongside school counselors and district leadership to ensure every student graduates with a postsecondary plan and to grow the number of students that enroll in a postsecondary option. The Ozarks Technical Community College (OTC), sponsored by rootEd, will work with DESE to set the vision and direction of this program, provide training and ongoing support to school-based advisors, collect data to evaluate the success of the program, and build and execute a growth strategy.-- Position Summary The Director of Strategic Operations will be responsible for program development and implementation of the rootEd Missouri program. The position will serve in a key leadership role through operationalizing the program vision by implementing priorities, developing the program's operational framework, and establishing measurement and evaluation tools. The Director of Strategic Operations will lead a team to ensure all elements of program design and implementation are executed. This is a full-time position, reporting to OTC's Chief Strategy Officer.

  • Build rootEd Missouri infrastructure to introduce and scale the program statewide
  • Develop and manage the project plan to drive timely completion of project goals
  • Assure impact through oversight and management of program and operations
  • Establish goals and milestones for rootEd Missouri in collaboration with program stakeholders
  • Develop and maintain training manuals and documents for advisors and regional directors
  • Coordinate program-wide training with regional directors and other rootEd Missouri staff
  • Provide leadership and oversight on all program research and data needs for rootEd Missouri, including data systems, collection, analysis, and reporting
  • Design, direct, and share analytical studies to support the goals and functions of rootEd Missouri programs and services
  • Oversee operations and maintenance of tools, dashboards, and reports that meet program stakeholders' needs and facilitate a data-focused approach across the initiative
  • Provide technical assistance to enable advisors and regional directors to meet the needs of students and partner districts
  • Exhibit exemplary attendance and punctuality
  • Comply with college policies and procedures
  • Perform other duties as assigned, including attending college functions, serving on committees and attending community events Required Knowledge, Skills & Abilities
    • Bachelor's degree from a regionally accredited institution of higher learning
    • Demonstrated commitment and passion for increasing opportunities for rural high school students
    • Three years of experience in program implementation, project management, research analysis, or grant writing
    • Demonstrated ability to write and present clear, structured, articulate, and persuasive proposals
    • One year of leadership and supervisory experience
    • Proven track record of project execution and attainment of performance goals--
    • Self-starter with entrepreneurial experience successfully solving complex problems, handling multiple priorities, and working in a deadline-driven environment with limited support staff or supervision
    • Exemplary attendance and punctuality
    • Ability to travel
    • Strong oral and written communication skills
    • Ability to use information technology for professional productivity (such as Microsoft Office Suite) Preferred Knowledge Skills & Abilities
      • Master's degree from a regionally accredited institution of higher learning
      • Three years of experience leading, supervising, and managing a team
      • Experience with college and career advising
      • Proficiency with data collection and reporting software
      • Prior experience launching and managing a cross-sector, grant-funded initiative PHYSICAL DEMANDS AND WORKING ENVIRONMENT:--(The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.) Environment:--Work is performed primarily in a standard office setting with frequent interruptions and distractions.
