Arc of Union County Inc. is a leading Community Employment Services
provider of Person Centered Therapeutic services to vulnerable
persons and individuals with intellectual and developmental
disabilities through Vocational Rehabilitation Services. Senior
Workforce Development and Employment Services is responsible for
administrative, management, oversight, marketing and development of
Division of Vocational Rehabilitation Services (DVRs), DDD funded
employment and other expanded services in the agency as assigned
for vulnerable individuals and adults with disabilities.
Responsible for job development, and administrative oversight of
Community Rehabilitation Program employment, job training and
improving vocational skills for gainful employment through
productive work. Responsible for implementing the vision of the
operational plan, conduct market research, market trends, develop
marketing plan to foster the procurement of contracts, job
development, identify business opportunities, initiate innovative
ideas, develop and/or expand of services. Responsible for d
esigning programs to rehab barriers to employment to assist youth
and adults with the necessary tools they will need to secure
high-quality employment, - assisting service recipients in
obtaining and maintaining community-integrated employment. The
incumbent serves as the lead Business Administrator, developing new
employers for service recipients, expanding or acquiring services
focusing on increased employment training opportunities, and
assuring a cost-effective budget for all services provided.
Qualifications: Master Degree in Vocational Rehabilitation,
Vocational Counseling, or Vocationally related field; MBA
preferred. LPC Certification or LCSW Certification. Minimum five
years' experience in upper management administrative, operations
and programmatic capacity in developing and managing Division of
Vocational Rehabilitation Services (DVRS) programs. Extensive
experience in obtaining, maintaining, and advancing employment for
people with disabilities by working with DVR service recipients,
employers, and other partners. - Extensive supervisory experience
with proven success directing operations of Community Employment
Services including Vocational Evaluation Services, Employment
Development Services, Extended Employment, Pre-placement, Job
Coaching, Supported Employment, Employment Skills Training
Services, Transition Services, literacy/education programs for
vulnerable individuals and adults with disabilities and vulnerable
populations. - Experience in program development, customer
relations, marketing, contract procurement, - production
management, scheduling and quality control. Must have thorough
knowledge of U.S. DOL Wage and Hour Division Special Minimum Wage
Rates under Section 14(C) of the Fair Labor Standards Act, DVRs,
DDD, CARF, and other external regulations and requirements.
Certification by the Commission on Rehabilitation Counselor
Certification or the Commission of Certification of Work Adjustment
and Vocational Evaluation Specialists, and/or professional
membership in the National Rehabilitation Counseling Association or
other credential Association required. Certified Employment Support
Professional (CESP) certification by the Employment Support
Professional Certification Council of the Association of People
Supporting Employment First (APSE). Proficiency in Windows
software, Ability to work with balance sheets, profit/loss
statements, and mathematical concepts such as probability and
statistical inference. Ability to apply concepts such as fractions,
percentages, ratios and proportions to practical situations.
Demonstrate strong management, leadership, planning and
communication skills. Ability to execute organizational plans,
inspire and provide guidance to middle level managers. Demonstrate
ability to initiate and execute managerial decisions and
actions.
