Applications also can be emailed to: or faxed to 413-234-3791Resumes and applications must be received by March 14, 2023.Overview: Plans, organizes and directs all activities and initiatives in assigned portfolio (492 units), including leasing, property management and maintenance, capital improvement, resident services and grant planning and administration, managing staff. - Assists in the development of $2 million budget. - The Property Manager is responsible and accountable for the proper management and expenditure of budget funds. - The -Property Manager has 24/ 7 accountability for assigned properties.Essential Functions:

• Oversee the marketing of units and properties in portfolio. - Assess unit offer to lease up ratio to maintain occupancy at targeted levels at all times.
• Oversee all leasing and lease enforcement activities to ensure compliance with applicable laws, regulations and policies. Responsible for all aspects of PHAS reporting or -HUD performance measures reporting and compliance.
• Direct programs of emergency, preventative and routine maintenance.
• Responsible for strategic planning.
• Provide leadership and guidance in the delivery of resident supportive services that promote economic independence and self-sufficiency for residents of portfolio.
• Directly supervise: -Foreman, Assistant Property Manager, -District Clerks. -Supervise maintenance crew. Ensure proper training and assign work to maximize productivity. - Establish performance expectations, monitor staff performance and provide feedback, both informally and through completion of performance appraisals.Qualifications:Skills and knowledge typically acquired through completion of a college degree. - Extensive experience, knowledge and skill in property management in a portfolio of at least 50 units; this experience should be verifiable. Any equivalent combination of education, -training and experience which, in the sole determination of the SHA, provides the required knowledge and abilities may be considered sufficient. Valid driver's license and access to transportation. Public Housing Manager certification required or obtained within 12 months.Strong written and oral communications skills.Ability to establish and maintain effective working relationships with co-workers, consultants, contractors, residents, the general public, and local, state and federal officials; ability to communicate with people from a broad range of socio-economic backgrounds.Knowledge of the local, state and federal laws and regulations governing public subsidized housing programs including health and safety regulations, landlord/tenant regulations, leasing of property and evictions.
