Job Description:

Plans, organizes and directs the registration function in all areas of the Mercy Medical Center s, inpatient, outpatient, surgery, and emergency department, Cashier, Care Coordination Center, Financial Counselors, and Providence Behavioral Health Hospital s Inpatient Patient Registration, Financial Counselor, and Switchboard. Responsibility includes area of preregistration, registration, insurance verification, financial counseling and cashiering. The Director works with various patient-care areas to ensure patient safety with accurate admissions/registrations and selection of the appropriate medical record. Through development and management of personnel and proper use of resources, the Director ensures that the registration process is efficient and effective. Responsible for identifying, reporting and resolving, public relations and related problems. Identifies customer service requirements, both actual and anticipated, that will allow the department to meet or exceed customer expectations. Actions must be started within a reasonable time frame. Promptly and fully investigates and resolves complaints of patients, visitors, third party payers and physicians through own action or referral in a timely fashion. Plans and directs activities and work schedules of personnel engaged in interviewing patients for admission to Hospital, registering patients for outpatient services, providing patient and Hospital admissions information. Provides guidance and resolves problems. Establishes and identifies advancements in registration, develops, and upon approval, implements and administers departmental policies, procedures, and budget. Monitors adherence to same and initiates corrective action as necessary. Works with subordinate management staff to establish performance objectives. Monitors and evaluates the efficiency of the staff in meeting or exceeding performance standards or quality service goals. Interviews, hires, trains, evaluates and administers corrective actions/terminations to employees in accordance with hospital policy. Coordinates workflow and works with team leaders to assure goals are accomplished within assigned time frames. Ensures that all employees are knowledgeable in the requirements of EMTALA, Joint Commission, Fair Debt Practices Act, Third Party Contracts, Medicare, Medicaid, DOH, and others as needed. Ensures all employees in the department complete the annual mandatory staff education program, flu shots, and PPD testing. Assesses learning needs of the staff and meets the needs through appropriate training sessions, meetings, or other mechanisms. Works with team leaders responsible for orientation of the staff. Keeps abreast of all regulations and standards to ensure compliance with orders or directives issued by duly constituted governmental/regulatory agencies or third-party payers. This covers such areas as billing, reporting procedures, and development of data to meet the requirements of billing and cost reporting for all payers. Maintains relationships with all hospital departments. Ensures staff is provided feedback regarding performance. Promotes positive relations among hospital employees and the patient registration staff. Coordinates activity with Outpatient Clinical departments, Nursing, Surgery, Utilization Review, and Patient Accounts to achieve a high percentage of pre-registered scheduled patients, reduce certification denials, initiate financial counseling at the front end patient access points, and establish payment plans for the patient liability portion. Supervises a systematic and fully integrated pre-registration and financial counseling process. This requires an ongoing procedure for the accurate and timely gathering of patient information, securing and analyzing information about the patient s insurance coverage limits, and preparing the patient for meeting the financial expectations of the hospital. Controls department expenditures in accordance with the budget by working with the director. Monitors inventory of office supplies and equipment. Ensures that equipment failures are documented, tracked, and reported promptly. Responsible for ensuring that productivity and quality assurance is completed. Participates in continuous quality improvement of the hospital and leads the department in process. Ensures staff is informed of their productivity and quality on a monthly bases and corrective action is taken when staff are not meeting the standards. Maintains knowledge of Meditech and other software products. Oversees the management of up-front cash collection and ensures staff follows established procedures to ensure maximum reimbursement. Identifies opportunities for enhanced collaboration, efficiencies or entrepreneurial enhancements to the pre access/scheduling process to ensure a convenient, coordinated and compassionate industry-leading experience.
