Job Description: ABOUT THE FAMILY RESOURCE CENTER Family Resource Center concept promotes comprehensive, integrated, community-based systems of family support and child development services located in public school buildings. Family Resource Centers provide access, within a community, to a broad continuum of early childhood and family support services which foster the optimal development of children and families. We offer parent education and training; family support; preschool and school-age child care; teen pregnancy prevention (positive youth development services); and family day-care provider training. Today, we continue to achieve our mission "to build a community of strong, healthy families who protect and nurture children" by providing a full range of behavioral health, early childhood and youth development, substance abuse treatment, and support services for children, families and adults in the Greater Hartford region. JOB SUMMARY Develops policies and procedures for client referral, service delivery and follow-up; provides direct client services, as required; works with other agencies to operationalize collaborative work; provides staff support to project advisory board; prepares programmatic and statistical reports and evaluation-related activities as required; provides coverage in staff vacancies/emergencies. RESPONSIBILITIES: Works closely with the Project Director, the School Principal, the FRC project advisory board and collaborating agencies on developing and implementing various FRC program components; shares responsibility for developing and operationalizing program collaborative agreements. Coordinates a collaborative spectrum of early childhood options for parents including Parents as Teachers, Preschool Services, School Age Child Care, Before and After school Child Care, Common Sense Parenting. After School Programs, Adult Literacy Programs, Support Service for Day Care and Resource and Referrals. Arrange/coordinates/attends Parents as Teachers orientation training and ongoing staff training. Develops and/or modifies operational policies and procedures for various components of the FRC; develops policies and procedures for client referral, intake, and follow-up and resource referrals. Provides Parent education groups and other parent-focused activities as needed. Conduct home visits to engage parents in programming. Under the direction of the Project Director, completes programmatic reports; documents service provision in case notes and statistical logs; collects client evaluation data/participates in state-funded independent evaluation; attends state-wide and local grantee meetings as required. Assists with funding applications for supplemental project funds and projects renewals, as needed. Participates in agency sponsored seminars and conferences to increase professional knowledge and skills. Monitor child development and refers to additional developmental social, or healthcare services as needed. Participates in on-going evaluation of own professional development through supervisory relationship. Is knowledgeable of agencys policies and practices in the execution of project responsibilities. Maintain client registration and record for all FRC programs (i.e. Positive Youth Development, Parent as Teachers. Recruit parents to participate in center and or school activities. Experience and Skills: BA or BSW preferred with a minimum of two years of related experience. Knowledge and experience working with families in the Hartford community and early childhood and family support providers. Familiarity with home-based parent education models. Cultural competency in working with African American, West Indian, and Latino populations. Strong interpersonal communication skills. Understanding and sensitivity to variant family values. Ability to lead a service collaboration team. Ability to be a self-starter and work with minimal supervision required. Bilingual/bicultural abilities (English/Spanish) preferred / desirable. Physically able to perform the essential functions of the position, with or without reasonable accommodations.
